In my despatch of 30th... 2613623. N°292 (December, 1882, and again 16th October, 1884, I referred to the great expenses to which the Colony would be put, if some restriction on marriages of Constables is not done in the Army, and I recommended that no married quarters should be provided in future until after promotion to the rank of Sergeant.

The Captain Superintendent seems to have misunderstood the directions which I gave, and supposed that any Constable wishing to marry might apply to the Secretary of State for leave so to do. This mistake has now been rectified. Constable Hoord got married first, and applied afterwards for leave.
4.
Under the special circumstances set forth in this memorial, I should have been disposed to have made an exception in this case, were it not for the consideration that any other Constable who might afterwards...
